Powis, 1983 Senate Judiciary Hearing at 47, 50-51 The result has been to provide a safe haven for people who sell hundreds of guns and make tens of thousands of dollars in profit.

Our research provides evidence that such a finding would affect a very small portion of unlicensed sellers, but the majority of those above would clearly meet the criteria for “business participation”. While the results show that those who exceed the threshold are more likely to have multiple factors to “participate in the transaction,” they do not exclude the possibility that sellers who operate at slightly lower thresholds also meet these criteria. Therefore, this study provides a conservative criterion from which a digital standard for “business engagement” could be established.
